The preliminary investigation of the criminal case initiated on the house attack of the former head of RA State Tax Service completed
The Investigation department of the RA National Security Service completed the preliminary investigation of the criminal case initiated on the house attack of the former head of RA State Tax Service Armen Avetisyan on October 27, 2008. The prosecutor supervising the preliminary investigation confirmed the accusatory conclusion.
The preliminary investigation found out the details of the attack on A. Avetisyan’s house, the members of the criminal group, the crimes committed by them, some of them still unfinished.
On the obtained evidence 10 persons were involved as accused. The former deputy of the head of RA Police, Yerevan department, lieutenant-colonel Armen Nikoghosyan was charged according to the RA Criminal Code Articles 175, part 3, points 1 and 2, 35-104, part 2, point 7, 223, part 1, 317, 235 and 324, parts 1 on banditry in particularly large amount with the purpose of theft, preparation of murder, creation of criminal association, willful appropriation of a title or authority of an official, illegal keeping of weapons and theft of a citizen’s document.
The citizen Ara Karapetyan was charged according to the RA Criminal Code Articles 175, part 3, points 1 and 2 (banditry in particularly large amount with the purpose of theft), 223, part 1 (creation of criminal association), 177, part 1 (theft), 317 and 324, parts 1 (willful appropriation of a title or authority of an official and theft of a citizen’s document). Arsen Soghomonyan was charged according to the RA Criminal Code Articles 175, part 3, points 1 and 2, 35-104, part 2, point 7, 223, part 2, 235 and 324, parts 1. The citizen Bagrat Soghomonyan and the executive director of the “SSM” CJSC Haik Melkonyan were charged according to the RA Criminal Code Articles 175, part 3, points 1 and 2, 223, part 2, 131, part 2, points 1 and 2 (kidnapping by a group of persons by using violence dangerous for life or health), 317 and 324, part 1, the latter also to the RA Criminal Code Article 235, part 1. Arshak Grigoryan, Hovhannes Nazaryan and Nikolay Khachikyan, twice previously convicted, were charged according to the RA Criminal Code Articles 175, part 3, points 1 and 2, 223, part 2, 317 and 324, part 1, whereas Suren Melkonyan and Ashot Khachatryan according to the RA Criminal Code Articles 175, part 3, points 1 and 2, 223, part 2 and 324, part 1.
Arrest was chosen as a pretrial measure for all of them. The criminal case was sent to the Court of First Instance of Kentron and Nork-Marash administrative districts for the thorough examination.
The part on the citizen R. Virabyan was separated from the criminal case. The preliminary investigation body made a decision to involve him as an accused. R. Virabyan is being searched and measures are taken to find him.
