Criminal case on the abuse of official duties by the advisor to the Minister of Culture
A criminal case has been launched by the State Interests Protection department on the abuse of official duties by the advisor to the Minister of Culture and on swindling in large amount by the head of the Legal and Supervision department of the Ministry of Culture.
During the examination of the materials on “Inorient” CJSC received from the RA Supervisory Chamber it has turned out that the former advisor to the Minister of Culture and the present head of the Legal and Supervision department A. Hayrapetyan acted as a member of the commission by the minister’s Order N 233 on May 8, 2007 providing technical supervision over 19.010.000 drams purchase procedure assigned to the Ministry of Culture according to the RA Law on “2007 state budget”. On May 11, 2007 A. Hayrapetyan signed an agreement of working out legal acts between the “Inorient” CJSC founded on June 2, 2004 and the Ministry and with the purpose to appropriate the sum of 19.010.000 drams as a member of the commission signed the false conclusion 1, 2, 3 and 4 on not actually implemented work. The advisor to the Minister of Culture and the head of the above-mentioned commission N. Ter-Vardanyan, having the authority of the client’s chief, signed the false records on not actually implemented work, as a result of which A. Hayrapetyan swindled 19.010.000 drams thus causing damage to the State with severe consequences.
On January 29 2010 the prosecutor of the State Interests Protection department initiated a criminal case pursuant to the RA Criminal Code Articles 178, part 3, point 1 and 38-178, part 3, point 1 and 308 part 2. The criminal case was sent to the RA Police General Investigation department to carry out the preliminary investigation.
