Cases of death reduced in the Armed Forces

In 2011 there was a sharp decline in the cases of death committed in the Armed Forces of the Republic of Armenia. In particular, the summaries show that in 2001 there were 36 deaths associated with military service (30 deaths committed as a result of crimes, 10 of which committed by the enemy) whereas in 2010 there had been 54 cases. Thus in 2011 the cases of military deaths committed in the Armed Forces of the Republic of Armenia declined by 33.3%. Besides in 2011 there were two cases of murder associated with conducting military service, whereas in 2011 there had been 17 cases. Namely the record of murders has declined by 80.8%.

Of course, even one case of murder in the army is very concerning and it is not acceptable to evaluate human life by the numerical or percentage analysis. However, it is evident that the death cases in the Armed Forces have declined and the Military Prosecutor's Office will further take consistent measures towards strengthening the struggle against the criminality in the Armed Forces and conducting appropriate punitive policy. It should be also mentioned that the crimes committed in the Armed Forces of the Republic of Armenia in 2011 reduced by about 10% compared to 2010. Instead, the index of the recovered damage which had been caused to the State increased more than twice. Thus, 301studies on the State interests' protection had been conducted in 2010 and 430 266 000 AMD of damage caused to the State had been recovered. In 2011, the Military Prosecutor's Office conducted 591 studies as a result of which damage caused to the State in the amount of 933 895 000 AMD was recovered.

The decrease in the number of crimes is connected with the consistent work carried out by the Military Prosecutor's Office and the Ministry of Defense of the Republic of Armenia based on the principles of equality before the law, and exclusion of intolerance and unpunishability towards any breach of law including crime. For this purpose, joint practical, preventive and legislative actions are undertaken which will result in the increase of military discipline and sustainable reduction in the level of criminality.

It is essential to mention the process of making amendments in the Disciplinary Code of Laws of the RA Armed Forces and in the Section of the RA Criminal Code on the crimes against the military service conducted by the Military Prosecutor and the Defense Minister in September-October 2011. This process set the regulations on increasing the discipline and decreasing the criminality including the determination of new types of crime and punishment, the definition of disciplinary breaches as well as the introduction of new effective disciplinary actions.

I assure that in 2012 the Military Prosecutor's Office together with the Investigation Service of the Ministry of Defense of the Republic of Armenia and other subdivisions as well as with the public support will continue the process of prevention and detection of crimes and will call to criminal liability any person who has committed a crime.
